Our plans and goals are straightforward: to provide the best possible services while keeping property taxes as low as possible, without sacrificing quality for our residents and businesses. Over the past 12 years, the Village Board has consistently remained within the tax cap, and this will continue to be the goal for all four of us. You may be wondering how we plan to achieve this. Allow us to explain just a few examples.  

Palmyra Community Center
One of our key priorities is to continue supporting the Palmyra Community Center (PCC), which plays a vital role in the lives of residents across all ages, from young children to senior citizens. The PCC provides essential programs that enrich the entire community, fostering engagement and wellness for everyone. Our village has proudly backed the PCC, not only with financial support but also through essential services. Our Building and Grounds crew ensures the center’s lawns are well-maintained with regular mowing, and during the winter, our Highway Department plows and salts the parking lots to keep the area safe and accessible. This strong partnership has made the PCC a community hub, and we are committed to ensuring that it continues to thrive under our leadership.

Small Business Plan
We are forming a dedicated committee, consisting of two board members and three local business owners, to work together in identifying how the village can better support your needs. Our goal is to open a dialogue, listen, and learn from you so we can provide meaningful assistance. We know that every business is unique, and we are committed to understanding the challenges you face. Whether it’s through accessing grants, offering resources, or simply being there to hear your concerns, we want to partner with you. The village can offer various forms of support, from financial assistance to improving infrastructure, and we're willing to explore all options to help you thrive. Your success is our success, and by collaborating, we can create a thriving, supportive environment where every business in our village can flourish. Police Department
The safety of our residents, children, business owners, and school employees is one of our top priorities. Ensuring that the village can provide the protection and services our community deserves is a responsibility that rests heavily on our Police Chief, Kyle DiNardo, and his dedicated officers. This is not a small task, and one of the significant challenges we face is the financial burden of maintaining and improving these vital services. Since Chief DiNardo took charge about 24 months ago, he has made tremendous strides in securing funding to strengthen our police force and enhance public safety. He has successfully secured over $476,000 in grants, which has allowed us to add critical resources, including:
$70,000 for a new patrol car
$20,000 for body-worn cameras
$4,250 for bulletproof vests
$2,000 for car seats for child safety
$1,887 for seat belt enforcement
$11,450 for active shooter training
$20,650 for evidence room updates and equipment
$91,000 for fixed and mobile license plate readers
$6,900 to install cameras in interview and juvenile rooms
$39,000 for a UTV patrol vehicle and outfitting
$84,117 for another new police car and outfitting
In addition, just two weeks ago, we were honored to receive a federal Cops Grant for $125,000—one of only four awarded in the entire state of New York.
At a time when so many departments are struggling with staffing and resources, it's a relief to know that the Village of Palmyra is well-prepared to protect our community. Our village is stronger and safer because of these efforts, and with your continued support, we can build on this progress and ensure that every resident feels secure. Together, we are making Palmyra a better, safer place for everyone.   

Grants
  Grants have been, and will continue to be, a vital source of funding for municipalities like ours. Moving forward, we are fully committed to actively seeking out and applying for every available grant that can benefit the Village of Palmyra—from improving playgrounds and enhancing public safety to supporting local businesses and upgrading our infrastructure. While we all need to recognize that grant applications take time and require patience, the benefits are well worth the wait. These funds enable us to achieve progress and improvements that would otherwise be challenging to accomplish within our regular budget. With your continued support, we can secure these valuable resources and invest them directly back into our community. By doing so, we will ensure a brighter, safer, and more prosperous future for everyone who lives and works in Palmyra. Together, we can make the most of every opportunity and keep our village moving forward. 

Infrastructure
Infrastructure is one of the cornerstones of any thriving municipality, and we take that responsibility very seriously. Over the past few years, we have consistently worked on infrastructure improvements, making significant strides to enhance the quality of life for our residents. Each year, we have successfully completed key projects, including upgrades to water services, storm drains, curbing, and road paving. Notably, we've completed improvements on both ends of Stafford Street with new paving, as well as storm drain, curbing, and paving upgrades on the upper part of East Foster Street. On the lower part of East Foster, we installed 1,600 feet of new raw water line and new water services for residents. We plan to finish the curbing and paving in the spring. Our largest undertaking has been the new Waste Water Treatment Plant. While it came at a cost to all of us, it was a necessary and critical investment for the future of our village. This project ensures long-term sustainability and improved services for every resident. Moving forward, we will continue to work closely with our Highway Superintendent to evaluate and prioritize future projects. By leveraging CHIPS funding from the state, seeking out applicable grants, and utilizing our own employees whenever possible, we are committed to saving taxpayer dollars while delivering essential improvements. With your support, we will continue to make smart, cost-effective infrastructure investments that keep Palmyra moving forward, ensuring a stronger, more reliable foundation for years to come.       

Fire Department
The fire department is truly one of the cornerstones of our community, providing much more than just fire protection. Their services extend to vital tasks such as handling flooded basements, removing fallen trees, supporting motor vehicle accidents, and serving as backup for ambulances, ensuring that our community is safe and secure in times of need.
This year, we made a significant stride in cost-saving measures by purchasing a used truck at a fraction of the cost—just $115,000 compared to what would have been an $800,000 expense for taxpayers. Importantly, this was done without any bond, saving money for all residents. Our commitment is to continue this approach, replacing aging equipment with high-quality used trucks that meet our needs while being mindful of the taxpayer burden.
However, our fire department’s work extends beyond equipment. Recently, we had to address mold remediation in the banquet hall due to a roof leak. While we handled the immediate issue, the hall still requires a new roof and further renovations to serve the community as it should. We’re actively seeking grant funding to help cover these costs without placing the burden on taxpayers.
Above all, we owe a heartfelt thank you to every member of the fire department, the fire company, and the auxiliary. Your unwavering dedication and commitment to the safety and well-being of our residents have made a profound impact. Without you, our village would face far greater challenges. Together, we can ensure our fire department continues to thrive, protecting us all while keeping costs in check.
